Cooper Point is the peninsula west of downtown Olympia between Budd Inlet and Eld Inlet, and Cooper Point Road runs its spine from the Capital Mall north to the point. The southern end inside the city limits is the Westside's shopping and medical district. North of there the road passes through the 1960s and 1970s ramblers and split-entries that were Olympia's first suburbs, then the wooded campus of The Evergreen State College, and finally into unincorporated county land where 1980s and 1990s houses sit on two- to five-acre lots down gravel drives, with the bluff-top waterfront houses along Budd Inlet on the east side and Eld Inlet on the west.
The peninsula is glacial till under a fir and cedar forest, and it holds water. The ramblers were built with low crawl spaces, vents at grade, and downspouts that empty at the foundation, so a saturated lawn in December drains straight under the house. Farther out, the acreage houses are on wells and septic, with well pumps and pressure tanks in unheated sheds that froze in the arctic weeks of December 2021 and December 2022. Waterfront houses dug into the bluff take water at the uphill wall every wet season, and the bluffs themselves move after a winter like 2007 or 2009.
This site puts Cooper Point homeowners through by phone to an independent local water damage provider who meters before anyone cuts.
A crawl space under a 1968 rambler that fills through the vents in a November storm is a crawl space water extraction, and the fiberglass hanging between the joists comes out with the water. A garage water heater that let go against a bedroom wall is a water heater leak cleanup. A well line that froze in a pump shed and split is a burst pipe cleanup, and the crawl space under the house gets metered in the same visit.
The Evergreen State College opened on a thousand acres of second-growth forest in the middle of the peninsula in 1971, and its faculty and staff filled the ramblers along Cooper Point Road and Overhulse Road through the 1970s and 1980s. Its Organic Farm and its beach on Eld Inlet sit on the same wet till the surrounding houses do. Rebuild permits inside the city go through Olympia's desk; houses in the county part of the peninsula go through the county. The drying needs no permit.

Standing water pulled off fir floors, tile, and concrete on any level of an Olympia house, then the first moisture readings on the walls it reached.
Air movers and dehumidifiers run against daily readings until joists, subfloor, and plaster reach a dry target in a damp Puget Sound winter.
Water pumped out from under a craftsman or rambler after a wet-season storm, then the joists, insulation, and vapor barrier checked and dried.
Cleanup after an old galvanized line or a frozen hose bib split, with the wall, floor, and crawl space below it metered and dried.
Mud, debris, and outside water removed after the Deschutes, the Chehalis, or a king tide came into the house, with soaked materials cut out and the rest dried.
The source of a stain, a damp floor, or a high water bill traced with meters and thermal imaging before anyone cuts into plaster or lath.
A tank that let go in a garage, a utility closet, or a crawl space, with the floor and the walls around it dried before the new tank goes in.
Wet attic insulation, ceilings, and walls dried after a windstorm lifted shingles or moss-clogged gutters sent water behind the fascia.
